I agree that git based trees should be have everything but distfile
manifesting removed. it would solve most every problem with moving to
a git based tree. however, we should still be checking to see if the
tree is consistent at emerge time. I propose using git itself to
validate ebuilds, patches, manifests and any other files (such as
configs, I don't think changelogs should be checked).

the above bug points out git tools which could be used to do this.
currently I don't understand the manifest code enough to implement it
myself.
