No.
My personal opinion on it is that the ChangeLog isn't auto-generated
because it's NOT the same as the commit messages. The commit messages
are detailed technical info about a commit, while the ChangeLog is a
short version.
If we want to enforce the changelog being the shortlog output, that's
doable as long as all devs actually use it.
