The means of changelog generation needs to be driven by Council, since |

Regardless of generated changelogs or them being manually written, the |

only way that we can ensure that changelogs don't contain any reordering |

is by either hand-merging them (then we might as well hand-write them), |

or taking snapshots of shortlog changelogs (which can lead to dupes |

after some merges). |
