The means of changelog generation needs to be driven by Council, since
they are the ones that are demanding changelogs for every tiny change.
I proposed shortlog as something that is simple and works for now.
Regardless of generated changelogs or them being manually written, the
only way that we can ensure that changelogs don't contain any reordering
is by either hand-merging them (then we might as well hand-write them),
or taking snapshots of shortlog changelogs (which can lead to dupes
after some merges).
