Subject: Update on -council list

I just posted a status update to -council [1]. I am working to resolve 
an issue that results in absurd memory and CPU use on the server side 
when cloning a fresh repo. In theory, this should simply grab the packs 
and ship them over the network to the client side. In reality, there's a 
ton of repacking going on that is making it take 5 minutes before it 
even starts shipping data over the wire.
