I issued the following:

# emerge sync
# emerge -pv ">=dev-libs/openssl-0.9.7d"
# emerge ">=dev-libs/openssl-0.9.7d"

and everything went fine.  But now:

root@hector cryer # etc-update
!!! CANNOT IMPORT FTPLIB: libssl.so.0.9.6: cannot open shared object file:
No such file or directory
!!! CANNOT IMPORT FTPLIB: libssl.so.0.9.6: cannot open shared object file:
No such file or directory
Scanning Configuration files...
Exiting: Nothing left to do; exiting. :)

and:

root@hector cryer # emerge sync
Traceback (most recent call last):
  File "/usr/bin/emerge", line 10, in ?

ImportError: libssl.so.0.9.6: cannot open shared object file: No such file
or directory

Unfortunately I had too much time on my hands and did this on my
workstation and server tonight.  What can I do now?
