I don't think you'd find libpam-pgsql in an Postgresql installation -
more likely a PAM package.

eg. sys-libs/pam_mysql "is a module for pam to authenticate users with
mysql" (from emerge search).

I imagine that libpam-pgsql would appear in portage as
sys-libs/pam_pgsql if it were there, which it doesn't appear to be.
