For distfiles fetching you can just override FETCHCOMMAND and |

RESUMECOMMAND to something that handles the decryption of your |

credentials transparently, don't know how rsync handles proxy data but |

PORTAGE_RSYNC_EXTRA_OPTS might be of use. |
