Figured as such. I do not have anything like the above. Seems it starts
with qmail-scanner. So if at a minimum I do not see that, it seems qmail
is not working with qmail-scanner?

Thought I enabled it. Do I need to emerge qmail and qmail-scanner
together?

I emerged qmail-scanner last so it would detect everything else I
installed.

Are there USE flags for the above. I am still looking for a good USE
flag list. Had a few links but lost them after I upgraded galeon along
with all my bookmarks?
