That's how I understand you.

File A is in Repo A but not Repo B.
File B is in Repo B but not Repo A.
File A and File B are in the Branch.
The Branch is in Repo A and Repo B.

That is obviously not what you mean but how I understand it. So please
tell me, in a bit more detail.
