Sounds fine with me.  Presently everybody on alpha10 has root access.
I would like to change that since it has enough disks that it should
be sufficient to give everybody their own chroot.  I just haven't
figured out how to make all that work together without making it a
maintenance nightmare.

How has this been handled on releng machines in the past?  Short list
of users with root access?
