Called paypal.. jumped through hoops to get to talk to a real person (their
system kept wanting the last 4 digits of the bank account associated with our
paypal account, which is why we're calling. how funny).

HSBC and citi are both verifiable. Basically any bank with a brick-and-mortar
face to it they can verify. HSBC has a branch in Portland so I could hit
that up for identification purposes if necessary, but from the sounds of the
Paypal conversation, lack of in-face checking is what did netbank in. So
depending on how HSBC does it, I'm assuming you have to visit a branch in
person to be added to an account. If this is the case for any bank (that
would be verifiable by paypal), then HSBC might be our best bet given the
worldwide coverage.

Thoughts? I haven't been able to find what the minimum or opening balance
with HSBC is yet..
