I would suggest tiering it. Something like the following: |

$0 - 500, 50% majority |
| 8 |
$501 - $2500, 66% majority |
| 9 |
$2501+, 80% majority |

Those dollar figures and percentages are strictly off the top of my head -- |

my point is more that I think we should have *some* tiering rather than |

that should be the specific tiering that we use. |
