I would suggest tiering it.  Something like the following:

$0 - 500, 50% majority
$501 - $2500, 66% majority
$2501+, 80% majority

Those dollar figures and percentages are strictly off the top of my head --
my point is more that I think we should have *some* tiering rather than
that should be the specific tiering that we use.
