provides an alternative service for most mailing lists.c.f. bug 424647
I'd keep it on trustees for now. However, I'd not worry about it till
the rest of the trustees decide wether they want a copyright assignment
or not. So far we've got 2 against, 1 for. we need 7 for a decision.
