Kurt (and others)-
I don't think that we need to go more complex. Robin wrote a well
written factually based argument as to why we need more RAM in lark. I
believe this document gives us enough background to make an informed
decision and vote.

We could make our official policy this (flame and lacerate please ;):

Gentoo developers seeking funds from the Gentoo Foundation should
contact the Gentoo Foundation treasurer and provide them with a well
written statement describing the amount and nature of funds required as
well as answering the following questions:

1. Why are the funds needed?
2. How will the funds benefit the Gentoo community?
3. How will the funds benfit the Gentoo development community?

The last question I am shaky on ... I would like three points though for
structure - ideas?

Once we all read the developer's proposal, we could do a simple 2/3
supermajority vote or something similar.
