76 Actually, I think the relevant flags are set.  That made me want to go
77 look elsewhere based on your idea that it changed a setting when you
78 didn't have the docs installed.  I went to Preferences, expand Interface
79 if needed then select Help System.  Here, I have the following checked.
80 Show tooltips and Show help buttons.  For User Manual drop menu, mine is
81 set to Use a locally installed copy and below that User interface
82 language. The rest shouldn't matter.

84 See if that helps.  Maybe one of those settings got flipped around.
