I use this with my Tegra toys:
EXTRA_ECONF="--disable-libcc1 --with-arch=armv7-a
--with-tune=cortex-a15 --with-fpu=neon-vfpv4 --with-float-abi=hard
--with-little-endian" emerge --nodeps --quiet-build=y
=cross-armv7a-hardfloat-linux-gnueabi/{binutils-9999,gcc-5.2.0,glibc-2.22}
The resulting toolchain works very well.
