This seems to be the bug that's tracking it, tho there's actually two 
separate bugs mentioned there.  The current on-bug suggestion, without 
any report one way or the other whether it fixed the problem, is 
basically what I quoted above, make sure your kernel config has 
CONFIG_TMPFS=y .

I'd suggest you CC the bug and report that CONFIG_TMPFS=y doesn't fix it 
for you, if indeed it doesn't.  That'll keep you in the loop as the bug 
is tracked further and ultimately fixed.
