Good spot Robert; I had similar problems with /var/lib/mysql: after 
copying files from a working distribution the perms changed from 
mysql to root (too easy to copy files with konqueror!).

But I made doubly sure here - unmerged ntop, deleted /var/lib/ntop 
then remerged.  The files are all owned by nobody:nobody and on 
first run ntop creates files not emerged.  Now, although the ntop 
service now runs, my browser cannot connect to localhost:3000.
