Isn't WMV just a container format (like OGG/AVI/etc)? If so, it depends on the codec used. I've had some work on 64-bit xine/mplayer, and some only on 32-bit (since they use binary windows DLLs). Obviously if the codec is closed-source and only available as a 32-bit DLL it won't work in 64-bit land. I'm sure you can create a WMA/Theora/Vorbis file just as you can probably create an OGG/Sorenson file - the former would probably work fine on amd64, and the latter probably would be spotty.
