As the default location for downloaded source tarballs, distfiles isn't
synced, so anything there should be safe from an emerge sync.

What it likely /won't/ be safe from is any distfiles cleaner you may run.
The newer (~arch) gentoolkit includes eclean, one such cleaner, altho lack
of one in the normal portage and gentoolkit for so long means there's
a list of several others available on the forums, and mentioned on the
user list from time to time. However, if you don't run any of those, it
will probably be safe, and eclean anyway, is configurable to skip things
you don't want it to touch. (Of course, just putting the file elsewhere
means you don't have to worry about it.)
