The only thing that locks up is the splash theme itself, the boot process is unaffected, so if I go into verbose mode everything is fine, although it takes a while to switch because the bootsplash is, well, locked up. :-?. Anyway, it's not that big of a deal, just a cosmetic problem, one of many it seems with the latest versions of splashutils: (see bug report #79131)
