Firstly, alsasound should be starting before hotplug (is it in the 'boot 
runlevel?  Make sure it is).

Please look at the updated alsa congiguration howto in the user docs section 
of the alsa website (updated this morning).

Try using the latest alsasound init script 
(cp /usr/portage/media-sound/alas-utils/files/alsasound /etc/inid.d)

If that doesn't help, swing by #gentoo-sound on irc.
