I'd like you to provisionally approve EAPI 3 (subject to
reconsideration if it turns out Portage can't get it implemented
within a reasonable timeframe) with the features selected by the Council
members who responded to the "PMS EAPI 3 more or less ready" thread
[1], or with features selected by the PMS editors if a majority of the
Council hasn't replied at least 24h before the meeting.
