[gentoo-dev] Masking and removing dev-perl/rpm

Nothing in the tree depends on it, and thanks to some work in
app-arch/rpm, it can't be built anymore since the version of
app-arch/rpm it depended on is no longer in the tree (that version of
app-arch/rpm had its own problems). Functionality should be duplicated
if you install app-arch/rpm with the perl USE flag (unconfirmed, though
this package can't be built anymore to compare ;). Tossing it in
package.mask, though given it can't be built at all anymore, unless
there's counter-pressure I'm in favor of removing it sooner rather than
later.
