[gentoo-dev] small eutils.eclass addition / kernel.eclass subtraction

Just in case anybody needs it, I moved set_arch_to_kernel and
set_arch_to_portage to eutils.eclass from kernel.eclass. They are quite
useful in packages that build kernel modules. Right now, ivtv is the only
thing that uses it, but I plan on going through the tree to see what else
could be converted soon.
