Currently, sys-apps/openrc is installed on all gentoo systems due
to the following line in sys-apps/baselayout:

PDEPEND="sys-apps/openrc"

My goal with this virtual, once it is in the tree and keyworded
everywhere, is to add it to profiles/base/packages so that it will be
part of the system set. Then we could remove the PDEPEND from baselayout
and we would still be assured that openrc will be installed everywhere
by default. This would also be another step toward allowing users to
remove openrc if they don't want it on their systems.

Thoughts?
