17 If you ignore LINGUAS and install everything, you break the
18 long-established convention for what LINGUAS does, make users angry,
19 waste disk space, and increase build time for packages with lots of
20 translations - all for no good reason other than forcing uniform
21 USE_EXPAND conventions in a place where they aren't wanted.
