I've just created an x11-drivers herd. This will be for external X
drivers such as the Nvidia and ATi binary drivers and x11-drm. It's also
for less common things such as mtx-drivers and kyro-drivers.

The x11 herd will continue maintaining the X11 core implementations and
everything else it maintains besides drivers, such as xterm, utempter, etc.

Any developers interested in being on either the x11 or x11-drivers
alias can add themselves without fear of getting spammed by many of the
other packages they don't care about.

I've set reasonable defaults for the alias, based on who's doing much of
the maintenance. As time passes, I'll be reassigning x11@ bugs to
x11-drivers@. Anyone can feel free to join me in this fun task.

Bug wranglers, please assign bugs in the binary drivers and x11-drm to
x11-drivers from now on.

Thanks,
Donnie
