7 I agree with usata about an i18n herd. I think the language support
8 issues are not universal and specific for each language (or groups of
9 languages). It is best to keep the herds separate.

11 But I believe Tal's recommendation is to keep the herds for different
12 languages separate with an i18n subproject (not herd) that may include
13 certain NLS/i18n/m17n specific packages that would affect language
14 support as a whole. For instance we may need to have a coordinated
15 effort to enable Gentoo-wide UTF-8 support in the future.
