The short answer is yes. |

The long answer is that it's much easier to interconvert histories |

between most DVCS's than to convert back and forth between file-based |

history systems like CVS. One could plausibly and sanely export any |

commits from their mercurial overlay into e.g. git (or whatever ends up |

happening), suitable for merging into the official tree. |
