[gentoo-dev] Documentation explaining metadata.xml to users wrt bugs?

Hi All,

I'm wondering if there is a resource to help explain to users
the purpose of the metadata.xml files, particularly with finding the
proper maintainer for a package.  In the case of filing bug reports, this
could help a lot and help ease the load on bug-wranglers.  If there is one
and I've managed to miss it, feel free to thwap me with a cluestick.
