As per bug #68161, I have written a simple eclass[1] for packages that provide
contributed (ie not included in bash-completion proper) bash-completion
functions.

I am also proposing a global bash-completion USE flag, which the eclass would
make use of. Currently bash-completion files are installed into
/usr/share/bash-completion regardless of whether or not the user wants them.

If no one screams too loudly, I'll probably add this in the next day or two.
