This particular bug is fixed in the 3.0 development stream. The |

symptoms would be similar to what you describe, and would be caused by |

the installation directory being read-only. Eclipse previously |

attempted to write a small configuration directory to the installation |

directory on first execution. In the absence of this configuration |

directory, it re-runs the installation at start-up. |
