[gentoo-dev] New build CD docs

[Grant Goodyear]

New docs for the build CD can now be found at
http://www.gentoo.org/doc/build.html.  These docs
are new, but they should work, as they're based on
the recent dev posting by Jerry.  Nonetheless,
they really do need some testing.  Please post any
corrections on gentoo-dev@g.o!
