[gentoo-dev] Legalese of a new license (Monkey's Audio)

In a recent bug for Monkey's Audio Codec[1], the license file[2] seems
to me like it would cause some problems.  Section 2 states "The use of
any of the Monkey's Audio source code or any component thereof from
another program requires express written permission from the author of
Monkey's Audio."

To me, this sounds like the user would need written permission to emerge
the package... Am I reading that correctly?
