You might consider making gentoo-dev limited to submissions from |

subscribed email addresses and possibly not promoting the mailing list |

with as much visiblity as the gentoo-user list. Possibly just a note |

mentioning what the expected scope of conversation is for the list. |

This will tend to deter users from the dev list while possibly |

suggesting to future developers that they think before posting to the |
| 12 |
list. In fact, bugs issues and concerns should probably escalate |
| 13 |
through the user list first. |
