[gentoo-dev] tools-portage herd unmaintained packages

The following packages in the tools-portage herd are effectively
unmaintained packages and need a maintainer to step up and maintain them.

app-portage/deltup
app-portage/epm
app-portage/maintainer-helper
app-portage/splat
app-portage/ufed

If no one steps up in the next 30 days, I will be moving them out of the
herd and to maintainer-needed and they will be candidates for the
treecleaners.
