Probably the biggest reason for the closedness of the project is probably
that there are no "official" ways to become a dev that originate from the
candidate. Most if not all new developers are asked whether they would
like to become a developer. This method has the advantage of weeding out
goldseekers and other people who should not be given access to the tree.
