[gentoo-dev] [PATCH v1 4/5] ebuild-writing/misc-files/metadata: move the GLEP 31 reference to the top

[Göktürk Yüksek]

GLEP 31 applies to both package and category metadata. Instead of
referencing it in the "Category Metadata" subsection, reference it at
the beginning of the section.
