28 where I work as an Executive Accountant and with the
29 co-operation of four other top officials, we have in
30 our possession as overdue payment bills totalling
31 Twenty - Eight Million, Five Hundred Thousand U. S.
32 Dollars (US$28,500,000.00) which we want to transfer
33 abroad with the assistance and co-operation of a
34 foreign company/individual to receive the said fund on
35 our behalf or a reliable foreign non-company account
36 to receive such funds. More so, we are handicapped in
37 the circumstances as the South Africa Civil Service
38 Code of Conduct does not allow us to operate offshore
39 account hence your importance in the whole
40 transaction.
42 This amount (US$28.5m) represents the balance of the
43 total contract value executed on behalf of my
44 Department by a foreign contracting firm which we the
45 officials over-invoiced deliberately. Though the
46 actual contract cost have been paid to the original
47 contractor, leaving the balance in the tune of the
48 said amount which we have in principles got approval
49 to remit by Telegraphic Transfer (T.T) to any foreign
50 bank account you will provide.
52 I have the authority of my partners involved to
53 propose that should you be willing to assist us in the
54 transaction, we will now discuss the percentage you will take to assist us in this transaction also we have set aside 5% of the total sum for taxation and
55 miscellaneous expenses. The business itself is 100%
56 safe, on your part provided you treat it with utmost
57 secrecy and confidentiality. Also, your area of
58 specialisation is not a hindrance to the successful
59 execution of this transaction. I have reposed my
60 confidence in you and hope that you will not
61 disappoint me. Endeavour to contact me immediately
62 through my above email adresses whether or not you
63 are interested in this deal. If you are not, it will
64 enable me scout for another foreign partner to carry
65 out this deal.
67 I want to assure you that myself and my partners are
68 in a position to make the payment of this claim
69 possible provided you can give us a very strong
70 assurance and guarantee that our share will be secured
71 and please remember to treat this matter as very
72 confidential matter, because we will not comprehend
73 with any form of exposure as we are still in active
74 Government Service and remember once again that time
75 is of the essence in this business.
