[gentoo-dev] Adding metadata.xml paragraph to "Gentoo Linux Development Policy"

Hi all,

I am going to add a bullet point to the Gentoo Linux Development Policy [1],
part "General guidelines" which reads:

"""
Every package must be accompanied by a [url=metadata.xml]metadata.xml[/url]
file which lists - amongst other information - what herd (and/or individual
maintainers) is in charge of the package.
"""

The metadata document [2] itself contains more information on the format of
the metadata.xml file and contains examples (plus information on what to do
if you want to add yourself to a herd).

I believe this update is needed to document the herds.xml/metadata.xml more
clearly (it's currently almost undocumented). 

Unless I receive any remarks on this, I'll commit this this later this week.
