This is the first iteration of the patch series for updating devmanual |

per GLEP 67. It replaces any reference to herds, includes a major |

rewrite of the section that explains the metadata.xml file, and talks |
| 6 |
about how projects are created and managed through the wiki. |
| 7 |
|
| 8 |
The section about herds is currently preserved but deprecated. It may |
| 9 |
be useful to keep it around for a while before removing it. |
