1 triggered by bug #77751: hspell lists a non-gentoo.org address for
2 the maintainer email, the herd as maintainer-needed, and no other
3 addresses.

7 I don't think it's a good idea for devs to be putting stuff into the
8 tree without taking responsibility for it. I would expect that either
9 the herd is set appropriately (which means either the committer be a
10 member of the herd, or the herd explicitly agree to be proxy), or the
11 committer be listed as a maintainer email address along with whoever is
12 being proxied. Further I believe bugs against such packages should be
13 assigned to the @gentoo.org address (proxy maintainer if there is one,
14 herd otherwise), and CC'ed to the proxied maintainer address.
