9 It's not a question of red tape. Red tape would be requiring that the
10 GLEP be approved by twenty six different managers and team leads. It's
11 a question of having the change documented properly so that future GLEP
12 authors don't get bitten, and so that future GLEP authors understand
13 the rationale so that they don't go and introduce something that has
14 the same problems as the GLEP 1 date format.
