i never actually looked into this before, but is there automatic linking to 
translated versions of a document ?  i just looked at the handbook and it 
appears to be hand maintained.  that seems pretty awkward.  shouldnt our 
documents have an automatic and standard method (side bar or something) for 
linkage to translated versions ?
