How is that different from the status quo, where the Trustees can ask
for something, and then effectively vote themselves the funding?

IMO Trustees being identical to Council would be the ideal state,
because it would eliminate half of the conflicts we've seen in the
last year. Having two different bodies with different agendas both
trying to push the community in different directions seems
self-destructive.
