[gentoo-nfp] Eligible ex-devs

Hi All,

Seems we need some clarification of which ex-devs are eligible to vote
in this trustee election.

I thought it was anyone who has been a dev for a year or more up until
today.

Danny (kugelfang) disagrees, but I'm not sure I can explain what he
said, so I'll let him.
