So, there is no legal requirement for the actual work to be done by an
officer. There is also no legal requirement for an officer to be a
member. Officers are appointed by the board.

Usually the way it works in most organizations is that board members
are people with experience on boards and who are very invested in the
success of an org. They generally don't do work - they do oversight.

They usually hire officers. These are often not members, but as with
any interview you're looking for people who will care about doing the
job right.

The officers in turn can do work themselves, hire employees, or
outsource the actual work. Typically the officers will oversee the
outside work and provide continuity but often the heavy lifting is
done by specialists.

This is basically how we're operating except the officers are insiders
and unpaid. The treasurer is overseeing the books but has hired an
accountant to do the work. The treasurer could be somebody unaffiated
with Gentoo, and they could either do the work themselves or continue
to hire somebody else.

Obviously the more outsiders you involve, the more it costs. So there
are lots of practical reasons not to do it too much. However, legally
the board has a lot of flexibility in getting work done.

Also, there isn't really a lot of requirement that particular officers
do particular jobs in New Mexico. There are just a few things that
must be done by an officer, but there is no rule on which officer must
do them.

Relevant regs I can find are:
https://law.justia.com/codes/new-mexico/2006/nmrc/jd_53-8-23-11841.html
http://www.srca.nm.gov/parts/title12/12.003.0003.html

(The latter references the former and has a bunch of other citations,
and those others don't seem to have much of relevance here.)
