Well, we could modify it to be more like: a) All devs who have completed probation are eligible b) Membership must be requested and applied for Which is half of Stuart's proposal. Also, you could add the requirement that if a voting member becomes inactive, that member is transformed into a non-voting member (or alternately removed from membership, if we decide against non-voting members).
