Well, there's an extra problem that flags can change. In particular, |

dev-libs/foo-1 (EAPI 5) can have non-runtime flag of 'bar' |

and dev-libs/foo-2 (EAPI 6) can change it to runtime. Therefore, I'd |

say we ought to start with a warning. |
